Hey Passi,
You could also say "that's a short traffic light" or "this green light changes to red quickly".
But yes, there is no expression for "Grünphase" in English.
I also found "short traffic light cycle" but I don't think you can say "this traffic light has a short cycle" (or can you :? ).
