I’d say either Ingwerkeks or Pfeffernuss.

In English they are sometimes called gingernuts - at least I think they’re the same thing ;)

I also thought of "Spekulatius" (spiced biscuits) , but that only applies to a certain time of year

are you sure about 'Pfeffernüsse' and 'Spekulatius'?

Afaik gingersnaps/nuts are fairly hard biscuits, not soft and bendy. You can bash them into crumbs, ideal for the base of the other cakes e. g.
