What does this mean? Soup with no salt and pepper. Does it mean with pepper?

I’d say it means ‘with no salt and with no pepper’.

It really should say ‘with no salt or pepper’ but I think we almost think of ‘salt and pepper’ as one word - so, it’s like ‘without seasoning’.

Thanks Fredbar. What if the words do not go together like; No bike and box. Is it box or NO box?

The construct “no X and Y” is colloquial and ambiguous;

it could mean either ‘with {no X} and Y’ = Y, not X

or

‘with no {X and Y}’= neither

and so shouldn’t really be used (but, of course, sometimes people make this mistake).

We would usually say;
‘with no X or Y’ = neither = ‘with neither X nor Y’ = 'without X or Y’

or

‘with Y and no X’ = Y, not X.
