Das Konzept Schutzverantwortung ( Responsibility to protect, kurz auch R2P genannt ) auferlegt den Staaten die Pflicht, ihre Bevölkerung im Sinne des Konzeptes der menschlichen Sicherheit vor massiven Menschenrechtsverletzungen wie Massakern und ethnischen Säuberungen oder Frauenrechtsverletzungen wie sexualisierter Kriegsgewalt und Massenvergewaltigungen zu schützen.
Der Begriff „ Responsibility to protect “ findet sich erstmals in einem 2001 veröffentlichten gleichnamigen Bericht der Expertengruppe „ International Commission on Intervention and State Sovereignty “ ( ICISS ), die auf Initiative der kanadischen Regierung einberufen worden war.
Staatliche Souveränität, so das Gremium, enthalte Schutzpflichten, nämlich die Verantwortung zur Verhütung ( responsibility to prevent ), zur Reaktion ( responsibility to react ) und zum Wiederaufbau ( responsibility to rebuild ).
