However, the definition of “concessionality” by the OECD Development Assistance Committee (OECD-DAC) – the body responsible for collecting aid statistics – is unclear and has allowed some donors to report loans as part of their ODA efforts even though they have not been subsidised from the donor country’s budget.
Furthermore, the DAC’s rules do not include a debt sustainability requirement to ensure that donors do not lend to countries with high risks of debt distress.
