Anhand der Bedeutung von Solidarität, Kontrolle und ‚moral hazard‘ im Fiskalföderalismus Deutschlands und der USA wird demonstriert, dass die klar begrenzte Solidarität des amerikanischen Föderalismus eine solide Finanzpolitik seiner Gliedstaaten besser sicherstellen kann als unbegrenzte Solidarität plus schwache Kontrolle im deutschen Föderalismus.
Die Durchsetzung einer glaubwürdigen No-Bailout-Regel ist dafür entscheidend.

By examining the relevance of solidarity, control and ‘moral hazard’ in German and USA fiscal federalism, it can be shown that the clearly limited solidarity of US federalism is better able to assure a solid fiscal policy of its member states, than the unlimited solidarity plus weak control in German federalism.
The institution of a credible no-bailout rule is decisive for this result.
