Es wählt auf Vorschlag des Kuratoriums die Mitglieder des Präsidiums, beschließt über die Belange der Verfassung sowie der Wahlordnung und erörtert den jährlichen Rechenschaftsbericht des Präsidiums.
Die Aufgaben des Konzils sind in § 8 Verfassung der HU geregelt.

Upon the proposal of the Board of Trustees, it elects the members of the President’s office, takes decisions affecting the Constitution and election regulations and discusses the annual report from the President’s office.
