As a first step, GIZ assisted the Ministry to draft a Universal Access / Service Policy, which was then the subject of consultations with a range of stakeholders :
government representatives, telecoms providers, non-governmental organisations (NGOs), business associations and consumer organisations.
Based on this consultation, the Ministry produced a policy draft which was then adopted by the Cabinet.
